تعیین ارزش اقتصادی آب در زراعت چغندرقند در شهرستان مرودشت

چکیده

اغلب نقاط ایران با تقاضای رو به‪فزونی آب در بخش کشاورزی مواجه هستند که علت اصلی آن اختلاف فاحشی است که میان هزینه تأمین آب و قیمت دریافتی از کشاورزان وجود دارد. برای مقابله با این چالش، لازم است با استفاده از اصول علمی اقتصاد و بر اساس ارزش آب در تولید محصولات کشاورزی، قیمت واقعی آن تعیین شود. بدین‪منظور، پژوهشی با هدف تعیین ارزش اقتصادی آب با استفاده از تحلیل تابع تولید در میان بهره‪برداران چغندرقند شهرستان مرودشت صورت گرفت. اطلاعات موردنیاز از میان 50 بهره‪بردار در سال 1385 که با روش نمونه‪گیری خوشه‪ای دو مرحله‪ای انتخاب شدند، به‪دست آمد. نتایج حاصل از برآورد تابع تولید نشان داد نهاده‪های آب، نیروی کار و کود شیمیایی بر تولید اثر مثبت دارند. بر اساس ضرایب حاصل مشخص شد 10 درصد افزایش در میزان استفاده از نیروی کار حدود 58/1 درصد افزایش در تولید را به‪دنبال خواهد داشت. این رقم در مورد نهاده آب و کود شیمیایی به‪ترتیب حدود سه و 4/3 درصد به‪دست آمد. ارزش نهایی هر مترمکعب آب مورد استفاده در تولید چغندرقند برابر با 6/211 ریال بر پایه قیمت‪های سال 1385 به‪دست آمد. در حالی‪که به ازای هر مترمکعب آب از تولیدکنندگان تنها حدود 8/26 ریال دریافت می‪شود. هم‪چنین نتایج تابع تقاضای آب نشان داد قیمت آب بر تقاضای آن اثر معنی‪داری ندارد اما افزایش قیمت محصول می‪تواند منجر به افزایش تقاضا برای آب شود.

Most regions of Iran are confronted with inadequate supply and excessive demand of water in agriculture sector mainly resulting from a high difference between water providing cost and its price. Coping with such a challenge needs to determine the water price based on the economic principles and its value in agricultural production. The aim of this study was to determine the economic value of the water using production function analysis throughout the sugar beet growers of Marvdasht district. The data was obtained from 50 farmers in 2006 that were selected by a two stage cluster sampling method. The results of production function revealed that inputs water, labor and fertilizer had positive effect on the production. The coefficients showed that 10 percent increase in labor use will increase the production by 1.58 percent. The corresponding figures for water and fertilizer were 3 and 3.4 percent respectively. The final value obtained from each cubic meter of water was obtained 211.6 Rials. While the price paid by the producers was only 26.8 Rials per cubic meter. The results of the demand function also showed that water price doesn’t affect the water demand significantly while increased product price will raise the water demand.
