بررسی اثر تحقیقات چغندرقند روی انتقال عرضه شکر در ایران

چکیده

بررسی و ارزیابی اقتصادی آثار تحقیقات چغندرقند بر انتقال عرضه شکر چغندری مستلزم برآورد پارامتر جابجایی منحنی عرضه در اثر تحقیقات چغندرقند است. در این تحقیق، با تدوین یک متدولوژی مناسب و  با استفـاده از نتایج آزمایش‌های به‏نژادی چغندرقند در ایستگاه‌های مهم تحقیقاتی کشور برای دوره 1382-1361 پارامتر جابجایی منحنی عرضه شکر در اثر تحقیقات چغندرقند برآورد گردید. این پارامتر، درصد جابجایی افقی منحنی عرضه شکر چغندری را نشان می‌دهد. میانگین درصد تغییر عملکرد شکر در سال‌های مورد مطالعه نسبت به سال پایه در ایستگاه‌ها، تفاوت عملکرد این ایستگاه‌ها را نشان می‌دهد، به طوری که بیشترین درصد میانگین عملکرد چغندرقند را ایستگاه مشهد (21/17 درصد) و کمترین مقدار آن‏ را ایستگاه شیراز (منفی 84/4 درصد) داشتند. به علاوه، ایستگاه‌های کرج، همدان و دزفول عملکردی مثبت و ایستگاه‌های کرمانشاه و میاندوآب عملکردی منفی داشتند. میانگین 22ساله‌ی کل کشور مثبت 18/7درصد بود و بیان‏گر آن است که فعالیت‌های تحقیق و توسعه چغندرقند، به ویژه از طریق معرفی ارقام جدید مؤثر بوده و به‏طور متوسط موجب بهبود بیش از هفت‏درصد عملکرد شکر در ایستگاه‌های تحقیقاتی هفت‌گانه مورد مطالعه در 22 سال گذشته نسبت به سال 1361 شده است.

For considering and evaluating the economic impacts of sugar beet research on the shift of sugar supply, we need to estimate the parameter of supply shift. Having developed an appropriate methodology and using the results of breeding research collected from the main stations of sugar beet research acrossIranfor the period of 1982-2003, the supply shift parameter for sugar was estimated.  This parameter indicates the percentage horizontal shift of the sugar supply curve.  The percentage of sugar yield shift averaged over the period of 1983-2003 was compared to the base year (1982) for each station and the difference was considered as the performance of the station. The highest performance was seen at Mashhad station (17.21%) and the lowest atShirazstation (-4.84%). In addition,Karaj, Hamedan and Dezful stations demonstrated positive performance whereas Miandoab andKermanshahstations had a negative performance. The 22-year average of the parameter was 7.18% through the country. It means that Iranian sugar beet R&D policy increased the nation's welfare by more than 7%.
