اثر سیاست حمایتی دولت بر عرضه، سطح زیرکشت و عملکرد چغندرقند در ایران

چکیده

این مطالعه با هدف بررسی اثر سیاست‌های دولت بر عرضه شکر، عملکرد و سطح زیرکشت چغندرقند طی دوره 1383-1360 از متغیر نرخ حمایت اسمی به‌عنوان متغیر بیان‌گر سیاست‌های دولت استفاده کرد. نتایج مطالعه نشان داد که متغیر نرخ حمایت اسمی با وجود اثر منفی بر سطح زیرکشت، اثر مثبتی بر عملکرد و عرضه دارد. هم‌چنین مشخص شد قیمت واقعی چغندرقند بر هیچ‪یک از توابع عرضه، عملکرد و سطح زیرکشت اثر معنی‌داری ندارد. کشش توابع عرضه، سطح زیرکشت و عملکرد نسبت به متغیر نرخ حمایت اسمی به‪ترتیب برابر با 20/0، 029/0- و 25/0 بود و نشان داد سیاست‌های حمایتی دولت بر افزایش عملکرد و عرضه چغندرقند موثر است.

چکیده [English]

In order to investigate the impact of government policies on supply, cropping area and yield of sugar beet during 1981-2003, nominal rate of protection (NRP) was applied as a variable to persuade government’s policies in this study. Results showed that despite of its negative impacts on cropping area, the NRP has positive effects on supply and yield of sugar beet inIran. Moreover, real price of sugar beet has no significant effect on supply, cropping area and yield of sugar beet. The elasticity of supply, cropping area and yield functions with respect to the NRP was found to be 0.2, -0.029 and 0.25, respectively, indicating that the government supports can lead to yield and supply improvement.
