تعیین آثار رفاهی سیاست بهبود تکنولوژی تولید چغندرقند

چکیده

چغندرقند یکی از محصولات صنعتی بخش کشاورزی است که نقش مهمی در تأمین شکر موردنیاز داخل دارد. با توجه به بالا بودن سهم شکر وارداتی از شکر مصرفی، یکی از راه‌کارهای تأمین قند و شکر موردنیاز کشور، استفاده از سیاست‌های حمایتی است. یکی از این سیاست‌ها، سیاست بهبود تکنولوژی می‌باشد. به منظور ارزیابی اثر این سیاست، معادلات عرضه و تقاضای چغندرقند طی سال‌های 87-1350، با استفاده از روش حداقل مربعات دو مرحله‌ای(2SLS)، برازش و سپس تأثیر بهبود تکنولوژی بر رفاه تولیدکنندگان و مصرف کنندگان و در نهایت رفاه اجتماعی در قالب سه سناریوی یک، چهار و 10 درصد کاهش قیمت، ناشی از بهبود تکنولوژی بررسی گردید. نتایج نشان می‌دهد کشش قیمتی تقاضا 02/0- و کشش قیمتی عرضه 013/0 می‌باشد. هم چنین یافته‌ها حاکی از آن است که در تمامی سناریوها با توجه به سهم مازاد رفاه مصرف‌کننده از کل مازاد رفاه اجتماعی، اجرای این سیاست مصرف‌کنندگان را بیشتر مورد حمایت قرار می‌دهد.

As an industrial crop, sugar beet plays an important role in meeting domestic demand for sugar. Given the higher level of imported sugar inIran, the application of protectionist policies is an approach for supplying required sugar. One of these policies is technological improvement. In order to study the effect of this policy, sugar beet supply and demand equations in 1971-2008 were fitted by two-stage least squares method and then, the impact of technological improvement on the welfare of producers, customers and finally, on social welfare was examined under three scenarios of 1, 4 and 10% reduction of prices resulting from technological improvement. Results show that price elasticity of demand is -0.02 and of supply is 0.013. Furthermore, we found that this policy provides more protecttion for  the consumers under all studied scenarios given the share of consumers' welfare surplus from total social welfare surplus.
